A Study on the Legal Reform Plan for the Support and Cooperation of North Korean Health Medicine in preparation for Unification

Abstract
While various efforts are important to promote the support and cooperation of health care in preparation for unification, the primary completion of unification can be called the integration of laws between the two Koreas, or the unification of laws, as the health and medical legislation of the two Koreas stipulates the basic principles and ideology of health care policy and the organization of health and medical administration. However, the issue of how the health and medical cooperation legislation should be designed remains a task to overcome at a time when the two Koreas have different systems of law and have different effects under different systems. As such, the legislation for exchange, cooperation and integration in the health and medical sectors between the two Koreas cannot be achieved at once in a short period of time, and a phased approach is useful in the short, medium and long term. And the support and exchange of legislation between the two Koreas will not really be integrated if we try to forcibly transfer our legislation from a beneficial standpoint as our one-sided doctor. In preparation for unification, the institute analyzes the principles and characteristics of health care in North Korea from an administrative legal point of view and examines the contents of inter-Korean health and medical conferences and declarations, a precursor to enacting legislation on health care assistance and cooperation in the North. Based on such a review, the two Koreas will analyze the contents of the Health and Medical Agreement, which can be called an early-stage code on health and medical services, and present a plan to eventually integrate the two Koreas' health and medical laws based on the basis of it.
